Tour parameters should be period-based so that they can change over a period of time.

Some parameters on the tours must be entered there individually, e.g. optimization type (total distance/busy distance), required capacity, speed factor, etc.

If you change a parameter, this can lead to all tour versions being recalculated, even if the change is only to apply to the future.

We should include a new period element in Tours→Planning: "Tour options". New options can then be stored there for individual periods and these are included in the calculation of the tour versions.
